Independent living services are programs, support, and community amenities designed to help seniors or people with disabilities maintain a self-sufficient lifestyle, generally focusing on empowerment rather than direct medical care. These services, which include maintenance, transportation, dining, and social activities, aim to minimize reliance on others while providing a safe, accessible environment.
Under the Rehabilitation Act of 1973 (as amended, particularly by WIOA), Centers For Independent Living (CILS) are required to provide five (5) core services aimed at supporting community living and independence for people with disabilities. CILS are community-based, non-residential, consumer-controlled organizations where at least 51% of staff and board members are persons with disabilities.
The five (5) Core services Mandatory for CILS:
- Information and Referral: Connecting individuals to resources, such as accessible housing, transportation and personal care assistants.
- Independent Living (IL) Skills Training: Training in areas like budgeting, cooking, social skills, and self-care.
- Peer Counseling/Support: Services provided by others with disabilities to share experiences and guidance.
- Individual and Systems Advocacy: Helping individuals advocate for their rights, and working for systemic change in laws and policies to improve access.
- Transition Services: This includes:
- Transition from nursing homes or other institutions to community-based living.
- Assistance to those at risk of entering institutions to remain in the community.
- Transition of youth (aged 14-29) with significant disabilities to postsecondary life.
Additional Services Often Provided:
While the five core services are mandatory, CILS often provide additional supports based on community needs, such as:
- Personal assistance (home care) services
- Assistance securing housing, shelter, or modifications
- Transportation referral and assistance
- Rehabilitation technology and durable medical equipment (sometimes via recycling programs)
- Vocational assistance (job coaching, resume assistance)
